The Department of Pupil Personnel Services (DPPS), one of the eight support departments for Franklin County Public Schools, welcomes everyone to this web site. This department has the responsibility to identify, through our Child Find Process, children who reside in Franklin County and qualify for special education and related services through the eligibility process. The utmost goal for special education is to ensure that every child with a disability receives a Free and Appropriate Public Education (FAPE). DPPS also serves to identify potential special education needs; to ensure that each student who is identified for services has rights to a free appropriate education; and to educate the community about special education law, the availability of special education services, and the Child Find Process.

Franklin County Public Schools provides instructional support for approximately 1280 students with disabilities who meet the criteria to receive these services. Additionally, this department provides an array of related services which include: speech, occupational therapy, physical therapy, counseling. Related services mean developmental, corrective, or support services required for a child with a disability to benefit from special education.

Special education services are available in Franklin County Public Schools beginning at age two and continuing through age 21, inclusively. Students, who have been evaluated and determined to have a disability through the Eligibility Process, are eligible for special education services. The Virginia Department of Education's (VDOE) identifiable disabilities are: Autism, Deafness, Deaf-Blindness, Developmentally Delayed, Emotional Disability, Hearing Impairment, Mental Retardation, Multiple Disabilities, Orthopedic Impairment, Other Health Impairment, Severe Disabilities, Specific Learning Disabilities, Speech and Language Impairment, Traumatic Brain Injury and Visual Impairment (including blindness).

For a child to be found eligible for special education services, his/her disability must have an impact on the student’s educational performance. Special education services are intended to help the student access the curriculum. Parents are strongly encouraged to work with teachers and administrators, collaboratively, to help their children be and feel successful in school.
