Identification of Students

Federal law stipulates that school districts must take affirmative steps to overcome educational barriers faced by non-English speaking students. These laws specifically prohibit any school division from denying equal educational opportunity and requires that action be taken to overcome barriers that impede equal participation.

Franklin County EL students are identified during the enrollment process which is in place for all students. It is essential that this process is comprehensive, fair, and consistent at every school. The screening process should identify if a language other than English is spoken in the home, or spoken by the student. The identification process begins with a home language survey which indicates the possible need for a screening assessment.

 Franklin County uses the WIDA Screening assessment called WIDA Screener, or the W-APT( WIDA-ACCESS Placement Test)  for Kindergarten students. This test will be given as soon as possible following the registration, particularly when the screening may have bearing on grade placement.

The WIDA Screener  Assessment, and/or W-APT will provide an initial proficiency level score for the student. This score will be the determining information for proficiency until the annual Access for ELs 2.0 assessment is given early in spring. Other assessments can be used to find out about a student's skills in math and reading, but only to assist in placement. Proficiency is exclusively determined by the WIDA Screener or the W-APT.
